The Lagoon City Parks and Waterways Commission comprises of five members and was established by Council to manage, maintain, regulate and control the private beaches & parks, canals, footbridges, and footpaths in Lagoon City.

Commission Meetings - Open Forum & Deputations

Meetings are open to the public and are held on the second Thursday of each month. We encourage you to visit the iCompass Meeting Portal to view Commission agendas and minutes.

The public and the media are able to provide comments during the designated Open Forum section of the L.C.P.W.C. meeting however, Commission Members will not respond or otherwise engage at this time. They will however, consider your comments prior to voting on the specific matter.

Residents of Lagoon City are also able to request a deputation to the Commission during one of their regular meetings.  Please submit any presentation material in the deputation request form or, the presentation material may be submitted separately via email to the contact at the bottom of this webpage.

Waterside Wisdom: Spring Speaker Series

The L.C.P.W.C Spring Speaker Series hosts a series of presentations each year to help residents learn about the health of Lake Simcoe, become excellent stewards of their waterside properties and understand how governance is applied to Lagoon City's lands and waterways. Shades of Hope Wildlife Refuge

Krystal Hewitt

Speaking of Wildlife

Allison from 'Shades of Hope Wildlife Refuge'  gave a presentation about the organization and its mission to rehabilitate sick, orphaned, and injured wild animals. The refuge has been in operation for 13 years and has cared for 48,000 animals from over 200 species. They also provided information on how the public can help support the organization’s mission by learning how to protect wildlife and their habitats, as well as options for donating or volunteering.

Krystal from Speaking of Wildlife joined Allison to discuss her organization, which provides a permanent home for non-releasable wildlife in Ontario. She even brought a turtle, one of their wildlife ambassadors, to show to the Commission.

Nick DeMarco
Weeds B' Gone

Nick DeMarco from Weeds B' Gone presented the 2024 Sonar Scan Results report. The report included an overview of the positive results of the Clean-FloTM System and enhanced Bioaugmentation treatments strategically applied throughout the seasons. Nick also highlighted the consistent improvements in the muck density from 2023 to 2024 in Beaver Trail & Willow Crescent Lagoon, and the enhancements in Gondola Lagoon with the addition of nutrient Granules and Nutrient Sponges.

Lake Simcoe Region Conservation Authority

Don Goodyear, General Manager of Integrated Watershed Management for Lake Simcoe Region Conservation Authority (LSRCA), provided an overview of two proposed studies: Characterization of Winter Salt Use in Lagoon City, and its catchment and Characterization of Lagoon City Waterways to Identify Potential Management Options.

Don Goodyear

Lake Simcoe Region Conservation Authority

Don Goodyear, General Manager of Integrated Watershed Management for Lake Simcoe Region Conservation Authority (LSRCA), provided an overview of the health of Lake Simcoe – the largest inland lake in South Central Ontario.  Don outlined the key stressors to Lake Simcoe - phosphorus, invasive species and climate change, and specifically discussed the change from zebra mussels to quagga mussels and the presence of Blue-green algae and the water solider.

Legislation Governing the LCPWC

Bill Pr11, An Act respecting the Township of Mara, is the act which established the L.C.P.W.C. in 1986.

Several Township of Ramara bylaws regulate issues involving Lagoon City:

  • Bylaw 2001.50 - Bylaw to establish the Lagoon City Parks and Waterways Commission
  • Consolidated Bylaw 2001.87, as amended by 2021.78, Levy Bylaw 
  • Bylaw 2020.63, being a bylaw to prohibit the dumping of waste
  • Bylaw 2014.56, being a bylaw to prohibit fishing from bridges
  • Bylaw 2021.86, being a bylaw to regulate the mooring of boats in canals or waterways under the control and management of the lagoon city parks & waterways. 
  • Bylaw 2023.14, being a bylaw to Govern the Calling, Place and Proceedings of Meetings of the LCPWC
