2023 Annual Ontario Provincial Policing Billing for Ramara
Sarjeant Lisa Rotar and Sarjeant Kelly Withrow from the Specialized Policing Bureau of Ontario Provincial Police (OPP) presented the 2023 Annual Billing for Ramara. Joining the two presenters were Inspector Coyer Yateman and Staff Sarjeant Marcus Lee. This presentation included an overview of the OPP's Service Delivery Model & Annual Expenditures, the OPP Billing Model and a Breakdown of Ramara's Municipal Policing Costs. It also provided additional information regarding the New Police Services Act, which received Royal Assent on March 26, 2019. The presentation highlight that over the past seven years, the costs per property has decreased from $291 in 2015 to 263 in 2022. The price per property in 2023 is estimated at $260.03. As well, the billing highlighted the top ten calls in Ramara that include:
- Operational - Assist Public
- Violent Criminal Code - Assault - Level 1
- Operational - Domestic Disturbance
- Operational - Neighbour Dispute
- Traffic - Motor Vehicle Collision - Property Damage
- Operational - Family Dispute
- Property Crime Violations - Break & Enter
- Property Violations - Mischief
- Operational 2 - 911 call and hang ups
- Operational - Noise Complaint
The OPP advised that they can bring a quarterly report to the Council advising of the types of calls of service highlights and challenges to help the Council make informed decisions and improve public awareness.
2023 Proposed Budget
The Director of Finance presented the proposed 2023 municipal budget to support capital projects and operations that sustain Township's services and service levels.
The proposed operating budget, the money needed for the Township to perform day-to-day operations and services, is estimated at $16,667,750, a 4.06% or $718 K increase from 2022.
The capital budget, which provides money to maintain existing physical assets like roads, buildings and equipment, is proposed at $16,740,450, a 41% or $4.8 M increase from 2022.
Here are a few highlights from the 2023 proposed budget:
- Assessment values are forecasted not to increase in 2023, unless its new construction.
- Cost of living increase on all salaries and wages of 2% - the CPI was listed at 6.9% in October.
- Roads Capital projects include: Ramara Road 47, Con 9. Box Culvert, smaller Slurry and Hotmix projects.
- Fire Capital projects include a new Pump 1
- Environmental Capital projects include: Water Tower Re-lining, I&I work and Sewer pumping station upgrades.
- Other Capital projects include new playground equipment for Bluebird Park and Lagoon City Beach and Park and a new Outdoor Sports Court for Lovely Day Park. Grants will financially support all or a portion of these projects.
A 4.81% increase for the municipal portion only is proposed, which would result in an extra $26.40 per $100,000 assessment.

Feeding Families Campaign and Mitten Tree
To date, the Feeding Families Campaign has raised $5,451.00 to support local families and children this holiday season. The goal is to raise $10,000 in money or gift card donations. Alternatively, residents can donate hats and mittens for the Mitten Tree to help residents stay warm over the winter. This campaign is on until December 16, 2022! Donate today during business hours at the Ramara Administration Building or Ramara Centre (Ramara Recreation or Ramara Public Library).
