Waterside Wisdom Speaker Series - Lake Simcoe Regional Conservation Authority
Don Goodyear, General Manager of Integrated Watershed Management for Lake Simcoe Region Conservation Authority (LSRCA), provided an overview of the health of Lake Simcoe – the largest inland lake in South Central Ontario. Don outlined the key stressors to Lake Simcoe - phosphorus, invasive species and climate change, and specifically discussed the change from zebra mussels to quagga mussels and the presence of Blue-green algae and the water solider.

Accounts Voucher
The Accounts Voucher outlines the invoices received by the Lagoon City Parks and Waterways Commission for the periods from October 16 to November 18, 2024. This document includes details such as the date, invoice number, payee, description of work performed, and the amounts involved. The Accounts Voucher is included in every Lagoon City Parks and Waterways Agenda to ensure transparency regarding the expenses incurred by the Commission.
The Commission inquired about the budgeted tree planting for 2024. Staff informed them that any unspent budget amount by December 31, 2024, will be returned to reserves. Additionally, staff provided details to the Commission about the report presented to the Council on December 9, 2024, concerning the tree planting plans for 2025.

Items of Information
Infrastructure & Public Works Verbal Update
Staff presented the following verbal update:
- The contractor, Weeds B’Gone, completed their final waterways treatment for 2024 on November 13, 2024.
- On December 2, 2024, the Clean FloTM system was shutdown for the season and will now be off until the spring. If the public does see the system on, please report
- The North Footbridge is now complete, and all equipment has been removed. The bridge is open to pedestrian traffic. As in previous years, the bridge will be maintained during the winter; however, we remind residents to wear appropriate footwear and to be cautious of changing weather conditions. The total cost of the project was just over $650,000.
- Additionally, staff reported that due to the cold weather and freezing canals, the 400 cubic meters of dredging scheduled for 2024 will be postponed to 2025. This dredging will take place in Gondola Canal, extending from the footbridge east toward Old Indian Trail. It involves creating a 10-foot-wide channel through the center of the canal to accommodate large boats.
Unfinished or New Business
8 Ton Excavator
The staff presented a verbal report regarding the allocation of $92,500 for acquiring an 8-ton excavator to be jointly utilized by both the Township of Ramara and the Commission. During the development of the 2025 budget, staff made a strategic decision to remove the remaining half of the excavator's cost from the Infrastructure budget. This action was taken to reduce capital expenditures, ensuring that the financial resources allocated for infrastructure align with the established capital plans and immediate needs. In light of this decision, the Commission approved placing the $92,500 into reserves for future use.
