Proposal Overview – Don Goodyear
Don Goodyear from the Lake Simcoe Region Conservation Authority (LSRCA) provided an overview of two proposed studies: Characterization of Winter Salt Use in Lagoon City, and its catchment and Characterization of Lagoon City Waterways to Identify Potential Management Options.
The Characterization of Winter Salt Use in Lagoon City and its catchment proposal would investigate the concentration of Chloride in the Lagoons as a result of municipal winter road management and private property (Commercial properties, Condominiums, homeowners) winter maintenance. The proposal would include outreach, communication and engagement, and spot-checking to determine a baseline concentration in the Lagoons. From that information, the proposal would determine best practices and resources to help reduce the chloride levels within the lagoons.
The second proposal - the Characterization of Lagoon City Waterways to Identify Potential Management Options study - investigates water quality, sediment nutrients and aquatic plant biomass at six sites within Lagoon City to document and confirm anecdotal evidence, identify potential nutrient sources to the canals, and help development a management strategy. The Commission approved receiving the Lake Simcoe Regional Conservation Authority presentation as information and that the Characterization of Lagoon City Waterways to Identify Potential Management Options study be forwarded to the Council for 2025 budget deliberations.

2025 Budget Deliberations
The Commission discussed the proposed 2025 Budget of $1,167,000, which includes the following:
- Increase in Admin Wages from 2024 to 2025
- A report outlining the breakdown of staff costs from various departments, including infrastructure, communications, and bylaw, will be presented at a future LCPWC meeting.
- The vehicle's budget has increased, more specifically for the 2018 Aquarius Barge and 2023 Harvester. The increase is due to the replacement of parts and scheduled maintenance, such as the conveyor belt for the Aquarius Barge (Marge the Barge) and other required maintenance.
- Increase in advertising from 2024 to 2025
- The Commission approved completing community engagement in 2024 to determine interest in a Pavilion, Mobi-Mats (Accessible Beach Access Mats), and Artwork at bridges. The engagement results would provide the Commission with data when budgeting for projects now and in the future.
- Capital Projects
- Paving/Grading the North Footbridge path
- Gondola Lagoon noise solutions
- Constructing footbridge fencing
- Expanding Clean-Flo™ System,
- Mid-Sized Excavator (shared equipment with infrastructure)
- Beautification
- Annual Beach Party
The Commission approved the proposed 2025 LCPW budget, with amendments, with a 3% increase in the annual base level and will forward it to the Council for final consideration. The 3% increase would equal $896.59, a $26.11 increase from 2024.
The Commission approved for staff to bring back two reports: the staff time required to develop a 10-year Capital Asset forecast and the breakdown of the LCPWC admin wages. In the effort to build reserves, the Commission approved that the surplus from the Draft 2025 budget be added to reserves.
