Lagoon City Parks and Waterways Commission Meeting - June 13, 2024
Infrastructure Updates
- Staff updated the Commission regarding the sufficient power available at the Kiosk for the upcoming Beach Party for Lagoon City residents and their guests. Staff will meet with one of the party organizers on the Commission to schedule a site visit prior to the party.
- The Commission advised that the navigational buoys were in the wrong spots, and staff advised that they would be fixed.
Budget amount and list for Lagoon City beautification
At the prior Lagoon City Parks and Waterways Commission meeting, the Commission requested that Infrastructure staff prepare a short list of potential projects that could be considered for budget consideration this year or in future years. In 2024, the Commission approved $10,000 for beautification projects within Lagoon City.
The Commission approved using the beautification funds for the Laguna Clean Flo House repairs and beautification. Staff advised that the remaining funds can be used for additional work outlined on the list. The Commission approved receiving the report as information and creating a shortlist for future projects under the beautification budget.
Quotation for shed repairs on Laguna Parkway in Lagoon City
Staff presented the draft specifications for the proposed work at the Laguna Clean Flo House, including a new roof, replacement of wooden trim, cleaning, etc. Upon Commission approval, staff will obtain quotations based on the specified work. The Commission approved the report as information and approved staff obtaining quotations for the proposed work outlined in the report.
Terry Fox Run Fundraiser - June 22 Beach Party
The Commission received a request from Terry Fox Run Lagoon City to set up a booth, solicit donations, and sell T-shirts at the June 22, 2024 Beach Party. The Commission approved the request.
Private Beaches Wristband Policy Update
Staff presented a report requested by the Commission regarding the issuance of wristbands to the hotel and marina outside of the wristband policy. Staff are recommending changes to the policy, including the issuance of temporary wristbands with the Lagoon City Marina and Pier One Resort Hotel and the issuance of wristbands for beach booking permits and dockominiums. Also, staff requested direction regarding providing Pier One Resort staff with eight wristbands for staff use. The Commission approved the amending the Private Beaches Wristband Policy – PW-01-18 – to include the temporary wristbands process, issuance of four (4) wristbands to dockominium users, the process for beach booking permits, and providing eight wristbands for staff use to Pier One Resort. Also, the Commission approved communicating with security before the contract's commencement on the colours of the temporary wristbands.
Yoga on the Beach with Julie Clarke
With the implementation of policy PW-01-24 – Use of Facilities, Parks and North and South Beaches, staff provided a report outlining a prior resolution to book the south beach that does not follow the new policy. As a result, staff request the Commission to rescind the resolution and for the applicant to proceed through the new booking process. The Commission approved to direct Yoga on the South Beach with Julie Clarke be required to follow the Use of Facilities, Park and North and South Beaches Policy thereby rescinding resolution PW.55.23 for 2025 and forward.
Opening South Beach South Entrance
The Commission received a request to unlock the gate to the south private beach from September 15 to May 15 each year. After discussions, the Commission approved staff writing a report outlining the options limiting the use of off-road vehicles entering the beach, costs, historical data, and liability.
