Lagoon City Parks and Waterways Commission Meeting - May 16, 2024
Water Mover Noise Abatement – Tatham Engineering
As a result of a complaint from an affected resident, the Commission approved the Township retaining Tatham Engineering to investigate and assess the noise emissions from two water movers in the Gondola Lagoon – North and South Water Mover. Tatham sub consultant, Northern Applied Sciences Inc. (NAOSCI), were hired to undertake the collection of data and assist with acoustic modelling. The results of the study found that the acoustic assessment indicated that the North Water Mover (Water Mover #1) exceeds Ministry of Environment, Conservation and Parks (M.E.C.P) noise criteria during evening and night and the South Water Mover (Water Mover #2) is in compliant of M.E.C.P noise criteria during day, evening and night. The recommendation is to assess potential solutions, including the appropriate vibration isolators or altering the design of the pump and the connection to the flowing structure. The Commission approved a pilot project to run the water movers with noise abatement trials.
Bid Results – North Foot Bridge Project
The Commission received four bid results regarding the North Foot Bridge Project:

The Township Engineers, Exp, have evaluated the results. Based on their experience and price, EXP recommends awarding the project to Bronte Construction for a total cost of $435,910.00 (excluding HST). The Commission approved that Bronte Construction has been awarded the North Foot Bridge Project.
As staff are awaiting the permit from Lake Simcoe Regional Conservation Authority, they advised that the proposed start date of construction is July 15. Closer to the construction date, staff will push out communications and letters to the impacted residents.
Infrastructure Updates
- The boats went in the water on May 16 and skimming will start the week of May 21st.
- Hydro One is working on activating hydro in the second bubbler house found on Gondola Lagoon. Staff is hopeful to have it operational in the next two weeks.
- Staff will be installing signage, navigational buoys, and the fountain over the next week, weather permitting.
- Staff are installing a secondary boom around the tributary curtain that was installed after the dredging occurred at the back of Gondola Lagoon. This will help capture debris from flowing into the canal.
- Staff advised that tree cutting and trimming will occur around the north footpath in conjunction with the construction at the north footbridge. For the beach area, tree trimming will occur this year.
- Staff advised that they are meeting with the Lake Simcoe Regional Conservation Authority (L.S.R.C.A) to discuss planting trees within the Township, including the private Lagoon City beach areas. Staff will provide an update after that meting.
- With the 2024 beautification initiative, staff will add the Clean Flo houses to the list and provide an overall list to the Commission on what will be completed this year.
Beach Security Renewal
The Commission has retained Statesafe Securities since 2022. The Commission approves to extent the contract with Statesafe Securities for the 2024 Summer Beach Season at a price of $35.00 per billable hour including a service retainer of $2000
Waterside Wisdom Presentations
Since 2023, Waterside Wisdom” Spring Speaker Series was developed by the Commission to help residents learn about the health of Lake Simcoe, become excellent stewards of their waterside properties and understand how governance is applied to Lagoon City's lands and waterways.
This year, the Commission has approved for staff to investigate and coordinate a waterside wisdom presentation from the following groups:
- LSRCA
- Speaking of Wildlife regarding Photography
- Invasive Species Centre
- Shades of Hope
- Another municipality regarding their canal system.
Online Beach Booking Form
The Commission approved to implement the online beach booking policy and form with approved changes.

Beach Rehabilitation Inquiry
Staff advised that the beach rehabilitation permit from the Lake Simcoe Regional Conservation Authority (L.S.R.C.A) has been received. The Commission approved staff preparing a report regarding the status of the Beach Rehabilitation, including an estimated timeline, map, and communication. The Commission also approved staff applying for grants to assist with the costs of the Beach Rehabilitation program of Lagoon City.
South Footbridge Lighting
The Commission spoke about the South Footbridge lighting and approved for staff to provide a report regarding different options for buffering the light exposure at the South footbridge. The north footbridge will be reassessed after tree trimming is complete to determine if lighting will need to be addressed at this location as well.
