Lagoon City Parks and Waterways Commission Meeting - February 8, 2024
Closed Session
The Lagoon City Parks and Waterways Commission discussed an overview of the Shorewall litigation matter in closed session in accordance with s 239(e) of the Municipal Act.
What is Closed Session?
As outlined in section 239 of the Municipal Act, 2021, Council, local boards or a committee may close a meeting, or part of a meeting, to the public to discuss the following:
- the security of the property of the municipality or local board;
- personal matters about an identifiable individual, including municipal or local board employees;
- a proposed or pending acquisition or disposition of land by the municipality or local board;
- labour relations or employee negotiations;
- litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board;
- advice that is subject to solicitor-client privilege, including communications necessary for that purpose;
- a matter in respect of which a council, board, committee or other body may hold a closed meeting under another Act;
- information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them;
- a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization;
- a trade secret or scientific, technical, commercial or financial information that belongs to the municipality or local board and has monetary value or potential monetary value; or
- a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board. 2001, c. 25, s. 239 (2); 2017, c. 10, Sched. 1, s. 26.

Weed Harvesting Operations – Equipment Rental, Haulage and Disposal
The Infrastructure department has requested bids from local rental and haulage companies for the rental of equipment and hauling services. The Infrastructure department received three bids regarding retaining a backhoe or mini excavator with certain specifications for July 2 to October 11, 2024. The bids are as follows:

Staff are recommending the Commission for staff to engage with United Rentals for the machinery rental.
The Infrastructure department received two bids regarding the haulage of weeds from Lagoon City to the disposal site in Kawatha Lakes from July 2 to October 11, 2024. The bids received are as follows:

Staff are recommending the Commission for staff to engage with Robinson Haulage for the weed haulage.
For weed disposal, in 2023, AAAA Sanitation provided a two-year price to dispose of the weeds at their disposal site in Sebright for a 2024 price of $876.49 per bin.
The Commission approved for staff to engage with United Rentals for machinery rental, Robinson Haulage for weed haulage and AAAA Sanitation for weed disposal.
Infrastructure Updates and Follow-Up List
- The Township engineers (Tatham Engineering) are working on the noise study of the water movers in Gondola Lagoon and hope to present it at the next L.C.P.W.C. meeting.
- The Township engineers (EXP) will present the North Footbridge Tender at the next L.C.P.W.C. meeting for construction to begin around late summer to fall.
- Staff are still awaiting quotes regarding the North Beach revitalization project. Staff received a permit from the Lake Simcoe Regional Conservation Authority (L.S.R.C.A.); however, work still needs to be completed. To help offset project costs, the Commission and staff will investigate applying for the Invasive Species Action Fund (ISAF) in support by the Ministry of Natural Resources and Forestry.
