Lagoon City Parks and Waterways Commission Meeting - November 9, 2023
Weed Harvesting Totals
Aquatic Weed Harvesting takes place in the Lagoon City Canals from the beginning of July to Thanksgiving. Due to fish spawning, no cutting is allowed before July 1. The weed harvesters – Scoop Dogg & Harvey the Harvester - follow a pre-determined route through the canals to cut the weeds underneath the surface water.
As requested by the Commission at the October 12, 2023, meeting, staff developed a report of the barge loads removed from the canal over the past two years.

Uptown Productions Filming at Lake Simcoe
A request has been made from Uptown Productions, U.L.C. Frankenstein, to film on the Lagoon City Private Beach for four or five days in late February 2024 to depict an Arctic ice field.
The Commission has approved to permit Uptown Productions to film on the Lagoon City private beach in late February 2024, and the production company entered into an agreement with the township and the Commission for the use of the lands.
North Footbridge Survey
The survey was sent out on October 20 as a flyer through the Canada Post office to Lagoon City residents and mailed to owners who do not have a Lagoon City mailing address. The survey received 348 responses.
Due to skewed survey results, the Commission requests that Lagoon City levy-paying residents be re-surveyed with additional questions that ensure that only one per household levy-paying resident answers the questions.
The Commission approved for staff to prepare a second survey with additional security questions, allowing only one levy-paying Lagoon City resident to answer the survey.
The Commission approved the staff to prepare a report outlining expected cash flows in 2024.
Infrastructure Updates
- All buoys, signage and marine equipment, including the harvesters, barge and pontoon, are out of the canals, winterized and in storage for the winter.
- Dredging has started behind the mews and will continue in the other areas over the next three to four weeks.
- The installation of the Clean Flo system in the north section of Gondola Lagoon will take place this fall after dredging behind the Mews is complete.
- The construction of the south footbridge is complete, including the paving of the approaches.
- Water movers have been disconnected and will be removed next week.
- Staff are waiting for the noise study results from Tatham Engineering and hope to have them before the end of the year.
