Lagoon City Parks and Waterways Commission Meeting - September 14, 2023
Deputation - North Suspension Footbridge Repair
EXP Engineering reported to the Commission on feasible alternatives with cost estimates for the North Suspension Footbridge repairs. The North Suspension Footbridge is located between 15 and 17 Poplar Crescent in Lagoon City and was last repaired in 2013 by replacing the laminated wooden deck and the stringers, posts and A-Frame tower timber members with structural steel members. EXP presented the alternatives as follows:
Please note that since the presentation, staff have received an update from EXP on updated approximate costings.
- Permanent removal without replacement at an approximate cost of $320,000,
- Rehabilitation of the existing structure at an approximate cost of $740,000, or
- Replacement with the permanent modular bridge at an approximate cost of $1,200,000.
Before the Commission decides on a feasible alternative, public consultation will occur through paper and online surveys. The Commission approved receiving the report as information.
Waterside Wisdom Speaker Series - Weeds B' Gone
Nick DeMarco of Weeds B' Gone presented the 2023 Sonar Scan Results report, including an overview of the positive results of the Clean-FloTM System and enhanced Bioaugmentation treatments applied strategically throughout the seasons. The sonar scanning indicates muck reduction occurs even across Lagoons scheduled for future expansion. Nick reported that due to the ecologically friendly and cost-effective 'muck' reduction strategy, which also accomplishes natural dredging, Concord Pond, Turtle Path, and Pike Lagoon have gained water depth since the program's implementation. The Commission approved receiving the presentation as information.

Weed Disposal Expenses
The Director of Infrastructure advised that since mid-2021, the County of Simcoe facilities cannot accept the weeds from the waterways, which has caused an increase in price to facilitate the weed disposal at a private site. The weed disposal capacity has been larger this year due to innovative equipment. Commission enquired when composition of the plants was last tested and Infrastructure advised with it having been three years ago, retesting could be scheduled.
LCPWC 2024 Draft Budget
The 2024 Draft Budget was presented to the Commission for discussion. The Capital items for 2024 include the following:
- Constructing footbridge fencing,
- Expanding beaches, and
- Equipment purchases.
The Commission asked for the following amendments to the budget:
- Increase Maintenance Budget
- $45,000 for the removal of the willow trees and re-plant hardwood trees.
- $10,000 to address hedging, beautification and maintenance of facilities.
- Add $50,000 for an Engineering report on the water mover noise.
- Add $120,000 to implement engineering options based on the water mover noise report.
- Increase Capital Budget by $15,000 for additional diffusers and test area for nutrient sponges.
- Add $2,500 for a Welcome to Summer community engagement event.
The revised budget will presented at the October 12, 2023 meeting.
Lands and Ownership Boundaries
The Staff report provided information to the Commission on the ownership of lands in and around the spit. For an additional cost, the Commission can hire a qualified Ontario Land Surveyor to create a survey that outlines the accurate boundary lines and ownership of lands in and around the spit. The enforceable navigational signs in the canal are the speed signs, with 10 km/hr being the lowest speed limit that can be legally posted. If unruly boaters are not following posted signage, it can be reported to O.P.P. using their 'Report a Crime' online tool.
